The Vcore voltages refer to the voltage applied to the CPU core. Have you experimented with reducing this voltage through undervolting?
The temperatures appear quite high. My 3800X uses an Arctic Liquid Freezer II 240, which under stress testing reached a maximum of 74°C (stock, no overclocking). My home and office also tend to be warm. The freezer performs better than expected for its size because it has a larger radiator than most, though a 360mm model would likely match or exceed the performance of a 240mm one even with a thicker radiator. You should still have more surface area on a thinner 360mm unit and three fans compared to two on my setup. Your idle temperatures are around 35-45°C, which seems normal.
