Based on their budget preferences, I’d consider purchasing a R9 380 and adding an extra 4GB of RAM.

It doesn't require any changes. The issue is still unclear—whether the system I described can handle newer games in 1080p at 30 frames per second.

30fps works just okay versus 60fps. My older laptop with a 5-year age still handles CS:GO well.
