Hello, I have two monitors but I need to run League of Legends separately on each with its own keyboard and mouse in a separate case. It’s a bit confusing how it should be set up—like this: two monitors, two sets of keyboard and mouse, all in one case. Can I do that? Since my friend has a very large and old PC, it would be hard to move it here for LAN parties, so I’d prefer he just bring his own gear and we play on my machine. Also, my PC has an i9-9900k and an RTX 2080 Ti, so I’m confident it can handle two League games.

You might consider attempting what Linus did in the "1 cpu 2 gamers" video, but I realize you'd actually require two GPUs, since you can't split a consumer-grade GPU across virtual environments. You'd need a quad for that.

Actually this gives you a thought and after tweaking it it functions properly!

There's a way you could still potentially play two games at once but only one would have the keyboard and mice... if you have a gamepad and set it up on a secondary game that has the capacity of keep running without focus like The Witcher 3 or GTA V you can keep on playing it as it'll keep picking the gamepad input while the system focus is on the other game you're playing with the Keyboard and Mice.
