I don't understand your request clearly. Which operating system are you referring to? The instructions I see for setting up Homebrew on the 3DS/2DS come directly from the device itself.

The best option is an emulator like Citra, but it's meant for testing dumps and homebrew, not a true replica of the system firmware. Performance differences will exist between using an emulator versus the original system.
