Well, your components don't mesh well when you push them to overclock... got it. A solid 4.7ghz boost on a 2700k should be great—probably works well in games. The RX480 GPU shouldn't get limited by it. For video work, the default settings seem fine. If you're a gamer, try running Heaven with both stock and overclocked configurations on the 2700k. Use the display settings you normally use while playing. Check if overclocking the CPU really helps your performance compared to your current 4.83ghz. I've been thinking about this myself—really curious if a 5.00ghz single-core boost would make a difference in my scores.

I resolved the issue by turning off hyper threading, which restricts my CPU to 4 threads. Thank you for your support!
