Your GPU isn’t warming up much and seems to be handling tasks. It might mean Heaven is using the CPU’s iGPU, especially in games.

In Red Dead Redemption 2, the initial frame rate is around 15 FPS when using an HDD for gaming.

Performance issues shouldn't stem from an older HDD. Would you be okay adjusting your BIOS settings and turning off the integrated graphics to test? I disabled it on both my 7700x and 9800X3D when using an RTX 4080, as the NVIDIA GPU caused conflicts.

The checkmark in PhysX seems absent, possibly signaling a driver problem. Have you recently reinstalled the drivers?
