Currently I have an R7 3700X and RTX 4090 with 32GB RAM. The game runs best in SSD, but I’m getting only 25-40 FPS at max in 4K and a lot of stutter in City. Other titles like RDR2 run smoothly at 60 FPS in 4K with V-Sync and ray tracing enabled. I’d like a R7 5800X3D because it would let me keep my MOBO and RAM unchanged for smooth Star Citizen gameplay, possibly in VR. If I pair the RTX 4090 with the R7 5800X3D CPU in 4K Ultra for Star Citizen, will I maintain stable FPS?
You probably won't even notice the difference. At 4K you will almost always be completely GPU bound. And since there is nothing faster than a 4090, there is no upgrade that would substantially improve your performance.

Using R7 3700x with RTX 4090 at full power barely hits 60% usage, while in main city scenes I see 30 to 48 frames per second. In empty space it's roughly 70 to 100, but I'm stuck at 60 FPS. My PSU is 1050W, Cooler Master 3.0 version, 32GB RAM at 3200MHZ, OC Corsair Venjance cooler is the stock AMD model.
Because OP mentioned V-Sync, I thought the reduced GPU usage was due to the V-Sync frame limit.
