Sure, the X16 PCIe 4.0 should deliver around 32 GB/s. Have you checked this GPU on another system?
Unfortunately, I can't test anything since I've relocated to a distant location far from friends and family. The most unusual sign was frequent switching between X4 4.0 and X8 4.0 modes. When it was X4, it would start up quickly—under 15 seconds. No VGA indicator appeared then. However, forcing it back to X8 and rebooting several times to switch back caused significant slowdowns and instability.
