Wouldn't removing both of them work? I thought I might have missed something. Earlier attempts to change them caused a corruption in Windows, so putting one back from the top slot didn't help.

Accessing the BIOS doesn’t need any storage media. When the RTX 4070 and other components are roughly a week old, simply visit the retailer or e-tailer and arrange an exchange. Usually, you have a 14-day or 30-day return window before contacting the manufacturer—such as Gigabyte, especially in the US or Canada.

It seems the PCIE_E1 Lanes Configuration can be switched from auto to x16. There isn’t a dedicated BIOS guide for that motherboard—most information is available only in screenshots online.

I attempted to adjust that configuration, but unfortunately it isn't being detected at all—only x8 is recognized, and the manual appears to be located in the support details section of the motherboard.

Technically it's been over two weeks, but real-world usage makes it feel like a week. Because of international shipping delays, it's roughly two weeks now. Removing two NVMe drives seems to mess with my OS. Last time I tried it and put them back, it corrupted Windows and kept asking to wait... then it did that every time.

Disable secure boot prior to removal, as it varies based on the actual installation method. It's a clean setup, and you're aware of the disk used during installation. Make sure only one drive is connected when installing the OS, otherwise it shouldn't interfere with the process. After installation, reboot and verify if your GPU can access all 16 lanes.

Confirmed the GPU is faulty. It seems to have a partial DOA and continues to connect via x4 PCIe and x8, not x16.

Well... if you have another GPU, it should display all 16 lanes. If not, I can take the mainboard, the CPU, or use your GPU. In hwinfo64, look at the PCIe link speed for your GPU. On my system it's listed as the latest counter.

I removed two NVMe drives from the motherboard, kept it running at x8 speed and also connected them to x4 PCIe slots. The white VGA light was still blinking.
