if it was a dell oem they probly designed it with lower thermal power or lower clocks.
there is zero guarantee
you could also just upgrade the psu if its a dell psu a FSP500-20TGBAA model psu should work.
It can't handle its power because the motherboard is a sunflower kind, and on eBay I found a 400W model priced at 100 pounds—definitely not worth it in my view.
