Hello,
I have a question—I’m trying to assist my friend who is struggling with his PC. He wants to upgrade but can’t afford a new machine. His main issue is that his frame rate drops to 50fps when playing CS2 since its launch, and he mainly plays CS2 and Valorant. He has an HP Pavilion Gaming Desktop (GTX 1060 3GB OEM), which is running on a PSU with 310W capacity and an 80+ gold certification.
He’s considering the RTX 4060 because of its low power draw (115W TDP) and the possibility of undervolting it to free up some wattage for his PSU. I’m unsure if this would be safe, though—his 1060 uses 100W and only a small difference in power consumption. He might even remove the DVD drive since he doesn’t use it. I also thought about suggesting a 3050 6GB model, but I worry it won’t make much of a difference compared to the 1060.
What do you think?
it only includes a 6-pin cable, but 6-pin devices are limited to 75w and the PCIe slot also supports 75w, resulting in a combined capacity of 150w. This suggests the cable should not overheat, as others have confirmed on forums, so using the adapter seems reasonable.
the motherboard chipset it uses is compatible with the gtx 4060 via pcie 4.0x8 on a 2.0x8 platform, which imposes certain constraints.
to be honest I'm not sure because i can't find a clue about that on the internet but since it has i5-8400 i guess it has pcie 3.0
I might even wonder if the PCI-E port can provide the usual 75 watts, as Dell and HP have previously indicated they restrict that lower.
It's not focused on the specifics, but the higher minimum requirements exist for a valid reason. Certain devices can handle 130w as well.

what options there are for power limiting the card, undervolting or underclocking? I think it could drop below 100w with a few adjustments
Any chance the RX 6600 would be similar? It seems to pull around 100w like the 1060 he got in his PC and could go lower if I tweak it?
