Hey, I've been having issues with my rtx 4060 where every game stutters.
In cs2 for example I have a bug where the game will randomly start heavy stuttering and having low fps, game feels heavy and it's hard to aim/play.
One solution I found was undervolting, it makes the game 100% better but it's still not perfect and feels a bit stuttery and "heavy".
I tried replicating it and when I removed the undervolt the game became a stuttery mess and the bug occured again, it didn't occur once in 5 days when undervolt was active.
I also had heaven benchmark blackscreens when not undervolting, with undervolt it never happened.
Temps are perfectly fine, never seen the card above 60c
So the question is, do I RMA the card? I don't believe this is normal behavior.

Check for any apparent issues such as swapping the GPU power cable from the power supply unit, cleaning, and performing a Windows installation (assuming you have access to the credentials used for setup and backups). Could you provide more details about the Memory brand, model, latency, and part number—this information can be obtained via hwinfo or CPU-Z? What is the exact model of the Be Quiet! Platinum? Which CPU cooler is installed? Are the motherboard and BIOS fully updated? Otherwise, proceed with a clean driver installation using ddu. The main goal is to ensure your system is stable before moving forward with a return merchandise authorization.
I made changes to my first post and tried all the suggestions you mentioned.
I've tested various RAM kits, QVL and not QVL. The one I have now performs best.
I'm using the latest BIOS and undervolting the GPU seems to help the most with the current problems, as removing it makes games much worse.
The question is whether this qualifies for an RMA—because the card seems unstable with default settings?
Also, would further tweaking the GPU improve things even more?
cpu performance is slightly above the average for single 2844/2724 multi 15823/15085.
gpu achieved a score of 108308 without undervolt, and 103167 with undervolt—both appear above average?

You can explore other results by clicking around Geekbench, but it's hard to recall exactly from the beginning. It seems confusing. Your CPU appears normal, yet your GPU also seems okay. An average of 100k to 110k suggests a search. Are you attempting to play every game on Ultra or have you adjusted the settings? It might make sense to wait for more opinions, as if the GPU is fine, it could be related to handling fees. What kind of monitor are you using?
Another approach is to restrict the power supply to the video card within a certain range, such as 80-90%, and observe if the behavior remains consistent. This test would be meaningful only if stuttering persists, suggesting a video card problem rather than an issue with power delivery.
