You should send the card back to the store where you purchased it or use MSI’s return process. Regarding the 2080 and 970 models, confirm compatibility with your Z490 by checking the specific specifications.

Yes I tested the 2080 and 1030 on the z490 PC so it's definitely a good working PC. The 3090 ti was Amazon prime so I can switch it out for a replacement right now and get a new one in two days so if there isn't anything else I should try I'll do that right now. Thank you for all your help

A little note: using a separate PhysX card can actually hurt performance nowadays. Particularly with a powerful RTX 2080. Dropping the GTX 970 would likely help, and just using PhysX on the RTX 2080 might be better. Keep that in mind.

I'm not sure about the 970's effectiveness, but I use it to add more screens. You're suggesting setting PhysX to 2080 while keeping the 970 for extra displays.

In my understanding, using a dedicated card for PhysX reduces performance issues. I’d configure it to run at 2080 and leave the 970 available for other tasks.

I finally received a new card, but Amazon lost it initially. They took some time, but once I put the new card in, the PC started up right away, leaving the old one damaged. Thanks for your assistance.
