Absolutely, I understand how annoying that can be when something doesn't seem to work.
Identify the weakest component first. At 1080p performance, the CPU tends to be the issue. Search Cinebench r15 and R20 using an i7 10700k setup on YouTube, then perform the tests yourself for a direct comparison.
I tested TimeSpy, cinebench 15 and 20. My TimeSpy result is here: https://www.3dmark.com/spy/21303098. In cinebench 15 I scored 1809 benchmarks on YouTube (around 2000), and in cinebench 20 it was 3407 (about 4800). It looks like my CPU might be the issue.
Your i9 9900k achieved 4786 in R20 last night. Your Time Spy Graphic looks good, so your GPU is performing well. While using R20, check HWiNFO64 to see how your i7 is handling it. You might need to post in the CPU forum to connect with owners of the i7 10700k. From the boost chart, you should aim for around 4.7ghz across all cores, which matches what your i9 9900k does.
The benchmarks indicate your GPU is performing well, while your CPU is lagging. Have you adjusted any BIOS settings or other configurations that might affect CPU behavior? Also, are you running Windows at its highest settings?
The only change I made in BIOS was turning on the XMP Profile; the rest remains unchanged. Prior to installing Windows, AI Overclocking was active, but now Stock settings should apply. The Windows power plan is configured for maximum performance.
You’ve got a solid score indicating your CPU is generally healthy, though it fluctuates. At 4850, all cores consistently hit 4.7GHz during the full test. A lower score likely brought it down to around 3.8GHz. Try the single-core benchmark (file, advanced benchmark mark) as well. Most cores should stay at 4.7GHz while one boosts more. For CS:GO, use the watch match feature and run the game in a separate window to track performance with HWiNFO64 for any boost drops. Ensure Intel power limits are off on your board and check related videos for guidance.
I experimented with various methods but didn't notice any improvement in performance. I then decided to reset everything—unplugged it all, removed the CPU—and after reassembling, I saw better game performance than before. However, GPU usage remains lower than what I see in some videos online.
Attempt to boost performance. All my Intel processors and the 5800X are fine-tuned when gaming, except the 19 10900K which remains unchanged. With Thermal velocity boost, it reached 5.3GHz on one core. The XC3 Ultra also runs smoothly at 3090 speeds. I rely on Heaven for this setup because it demands minimal CPU usage. This is how it appears. It’s a gaming overclock to keep fans idle. Later I’ll add more cores but prefer GPU overclocking for a short period before increasing the setting.
