I'm attempting to host a day of defeat server for my friends, so I installed the Half Life dedicated server and set up port 27015. When testing, the site indicates it's closed. I've tried other ports, but they're all unavailable.

Are you linked to your modem or your router? If it's the router, you must also access the port on your modem.

The device sends every connection directly to the router for processing. This can be done by assigning your public IP through DHCP or using a PPP tunnel. Port forwarding is only necessary when the modem operates in router mode, which changes its behavior and makes it unsuitable for many tasks. When you ask about the router’s handling of port forwards, it either sets a fixed IP for the destination or expects you to configure it yourself.

They said a modem is just a device ISPs call a modem, but it’s actually a bad wireless router. I think some ISPs that also offer TV won’t let you use it with a TV plan because it messes up the TV features.

It could be related to Fiber, though I've never encountered this in Cable Internet (Coax). At least with Comcast, the cable boxes function independently from the modem.

You've already given your PC a fixed IP address.

The router doesn't open ports by itself. In my setup, all ports stay close and need manual activation. This is the safest method to stop any unauthorized communication with a server.
