It's been some time, but the main steps are clear: turn off DHCP on the TP Link router, as the Netgear will manage this. There seems to be a compatibility issue between the Netgear and the printer, so you should set a different SSID for the TP Link router—like "Printer Wifi." Connect one of the LAN ports on the Netgear to a LAN port on the TP Link (avoid the WAN port). This should resolve the problem, though I might have overlooked something.
