The process of setting up your laptop taskbar with RoundedTB may be delayed due to system startup time, which can take 10-12 seconds. This is normal and depends on the operating system and configuration. To reduce the wait, ensure your system is fully booted or try restarting your laptop after installation.

This app?
https://github.com/RoundedTB/RoundedTB/releases
According to the link:
"Seriously, RoundedTB started off as a tiny proof-of-concept months ago and I just sorta piled a load of code on top of it, so it certainly needed a tidy up."
It looks more like a Beta version rather than a final release that would hopefully load and configure faster.
My suggestion is to bring the issue to the developer.

There is no option to install an app to achieve a Mac-like taskbar without using existing software.

That is a different issue....
If you right- click an empty spot in the Windows Task bar you can go into Taskbar settings and make some changes to the Taskbar's settngs and behavior.

Such tasks require significant time and resources.
This is particularly true when they aren't considered finished products.
