CPUs don’t need to run at full capacity on every core to slow down a system. The software’s ability to handle threads is usually the main issue. If the software is inefficient, it won’t benefit much from upgrading your CPU, especially if it can’t utilize the available power. /Patch will help a little, but games with extremely high resource demands are still limited in what fixes are possible...

At a standard number of units, FPS drops to 45%, which is confusing since 15% total usage and 20% on core 1 should yield around 80% usage. For instance, in Unreal Tournament 3 with many bots and vehicles, CPU usage on core 1 reached 50-60%, while the rest stayed between 45-55%. That game did utilize all cores, achieving about 50% total usage.

Consider using an app meant for showing CPU activity, not GPU details. Task Manager works well—capture a screenshot right after gaming, highlighting the graphs.

I believe the AMD 8370 offers much better single-core speed compared to the best consumer CPUs from 2004, which might explain some confusion. Have you explored any compatibility settings to check if the operating system is the issue? Also, I purchased this game on Steam and used an FX CPU, but I haven’t tried it yet—excited to find out the results!

It seems the problem might be around version 8.1. The 5% discrepancy could be due to compatibility or settings. Consider using Comp Comp mode to test stability, and choose a stable Windows version if needed.
