You're experiencing an issue where the RAM stays in static mode during the static process, while the motherboard's indicator light remains on. This could be due to compatibility or configuration problems. Have you checked if the Armory Crate is compatible with your ROG B460-H board? Also, consider whether purchasing a different motherboard might resolve the issue.

Error signals (Q LEDs) appear in the upper right corner, not the lower left. Adjustable breathing is available in the BIOS. Multiple options should be present, with an "off" choice.
