If this takes place in the UK it will be a completely different experience compared to earlier...regular officers won’t necessarily show up when ratings are around 1-2 stars and they’d try using batons or spraying CS gas at you? Although...if it’s limited to London (which most people assume "The UK" is), police presence will be high (about 10 minutes after the crime, and not a large force—just three officers in a BMW X5).

I don’t really feel the urge to play GTA in Britain, but perhaps watching trailers will help me see if it’s genuine.
No, it doesn't address the situation or any legal implications.
It could simply indicate that officers won’t harm you for walking on the sidewalk while you’re being targeted for racial profiling.
Just because they don’t own guns... If they did, there’d be many young people killed on the streets.
