They confirmed that playing single-player mods won’t result in a ban, and you won’t be moved to the cheater list. This comes after some unverified claims about bans for using FOV mods in single-player. In a recent update on their newswire, Rockstar stated they value the PC modding community and recall popular mods like the zombie invasion and original GTA map mods. They emphasized that their modding policy remains unchanged, matching the rules for GTA IV. Despite rumors, the licensing hasn’t shifted. Earlier reports suggested recent patches might break certain mods, but Rockstar clarified these changes were unintentional and no one has been penalized. Still, the company will remain vigilant for mods that could disrupt GTA Online. Unfortunately, their customer support isn’t very reliable, so accidental detection by the anti-cheat system may leave you without much assistance.

That's exactly what I said. However, if you try it in single-player mode and ignore the installation, you'll likely get banned. Also, from what I understand, you can't disconnect while playing the game.
