You might succeed, or you might struggle.
This situation is called the silicon lottery, not all CPUs are created equal. Some CPUs can overclock more effectively than others, and certain ones can operate at lower voltages while maintaining the same clock speed. All you can do is keep trying.
As a cooler, it should be manageable to overclock.
