my recall is set to 3600 .. the standard is 3200 with a 16-18-18-38 pattern and 1.35 active while running at 3600 with 1.4v

You might want to examine the timing precision and frequencies. Experiment with setting the VCO and SA voltages around 1.2/0.1 and see what happens. Regarding how precisely you can tune the timing, we don't have a clear answer—each setup varies and depends on multiple factors.
