I’m attempting to arrange the events in the sequence they occur. Occasionally after booting, I see multiple CMD windows appearing and disappearing. Sometimes I spend a long time playing games or using programs, and then the PC freezes—usually locking up for 5 to 10 seconds. During those moments, my USB ports freeze too. My Bluetooth devices, pen drives, headset, and Xbox controller stop functioning. When I check Discord to confirm the headset is present, it doesn’t appear in the input section, and the same goes for the controller. I have to restart everything to get them working again. I’ve tried reformatting, but the problem persists. It seems like a hardware issue. This has rendered my PC unusable beyond the first hour or so. Your build info is noted—built in 2021, GPU replaced, some components from an earlier build. If you have more details, I’d appreciate it. Thanks ahead for any help.

It seems like a hardware problem is present, though not the component related to CMD launching unexpectedly. This kind usually isn't ideal. Occasionally it works, but be cautious. Could an infection have passed through during your reformatting? Perhaps you used a secondary drive that wasn’t formatted, or reinstalled software from previous downloads? Check Task Manager to see what starts up at boot—turn off anything unfamiliar and search for suspicious entries. Regarding USB issues, one device might be interfering. Disconnect all USB ports one by one, testing each until you identify the culprit. Changing the port or socket (especially high-power or high-speed ones) could help. Device Manager or Event Viewer may assist in locating the problematic device.

for the USB problem, consider updating the BIOS and check if it resolves the issue. The X570/B550 model has similar concerns, and I've experienced this with both chipsets. Sometimes I need to restart several times for devices that seem to disappear.

I might need to bring my PC in for this work. I’m worried about trying to flash the BIOS. I’m currently on my phone, but thank you both for your response. I could attempt to wipe all my drives and reformat them again.

You may also want to review the USB devices connected to your PC. Some search results for the problem, such as "AMD USB dropout," suggest a potential USB 2.0 issue.

UPDATE: I successfully flashed the bios to the September of 25 version, I have yet to have any more hiccups. I'm hoping this isn't preemptive, sometimes it takes time for them to kick in. Thanks again for the assistance!
