I only have the 24-pin connector, I've verified the RAM and pins, and switching the PSU on caused the RGBS flash to pause for half a second before stopping.
Build it outside the case refers to constructing it away from the enclosure. You likely have to access BIOS to activate RGB, but without a screen connection, a keyboard for commands, power supply to the processor, or a method to start the machine isn’t possible.
The RST switch is present on the motherboard but fails to activate the fans when pressed.
So I have everything set up and I have the bios screen up. But it still has a quick flash when I turn the psu on and I cannot turn the system on by using the rst_sw or the case power button with the f-panel connected. I can only turn it on by using a screwdriver to just the connection on the pins. Would this be a psu issue or a motherboard issue

The reset happens before power-up. If it works with a screwdriver, your connectors might be misplaced. Review the motherboard manual carefully. It looks like you're just starting out, so many things won't go perfectly and most will surprise you. The flashing RGB lights when connecting to the board are normal. Don't worry about that.
I'm just getting started again. I keep switching locations and plugging things in, but everything works fine. Recently, I realized something might be wrong—it looks like the first pin is damaged near the F panel. Even when I adjust the F panel, the system still won't start.
Because it can be started with a screwdriver, the problem isn’t likely with the power supply or the motherboard. There’s a strong chance the button inside is broken and won’t close the circuit when pressed. Look for an external power switch as shown in the photo. If everything else fails, you might lose no more than $10 if it’s not the real issue, instead of spending time on returns. You could also attempt to salvage it using a spare case with working buttons. UPD: You can also configure BIOS to boot automatically from the PSU power switch, so pressing it will start the machine without needing extra hardware.
