The GPU is the Galax RTX™ 4080 with 16GB of SG memory, 1-Click OC.
The CPU is an Intel Core i7-13700K with Raptor Lake 16-core configuration.
The motherboard is the ROG STRIX Z790-A.
RAM available is a Patriot Viper Venom 32GB with 2 x 16GB modules at 6000 MHz CL36.
The SSD is a Samsung 990 PRO drive.
The HDD is a Western Digital Blue 4TB unit.
The case used is the LIAN LI O11 Dynamic.
The PSU is an MSI MPG A850GF 850W with 80 Plus Gold certification.
The cooler selected is the Noctua NH D15 Chromax Black.

Regarding your questions:
Are there any problems with the Galax RTX™ 4080 GPU? It’s significantly cheaper locally compared to other brands.
For a 4090, the cost increase would be around 67%, is that justified? My main concern is the VRAM.
For the motherboard, would you prefer the ASUS TUF GAMING Z790-PLUS? They’re nearly identical in price.
Is there a watercooler suitable for this price range similar to the Noctua model? The only drawback is its appearance and size.
Would adding 64GB of RAM be beneficial? It’s unlikely to help with gaming but could assist with large data processing.
I haven’t found the O11 Dynamic Evo locally. Is the older version sufficient?
Any suggestions for improvements would you like to see?

You might want to mention the area you're in because regions can differ from the stock they manage. I wouldn't choose the TUF range, but any other branded board you have or are considering would work. Are you leaning toward Asus for your motherboard?

I'm located in North Africa, so the Middle East is relevant. The other option I looked at was the MSI ROG STRIX Z790-A, which doesn't need to be Asus or anything else if you have a better recommendation.

1)Probably has to do with location and import taxes.
2)Worth is a personal matter that varies between all of us. This is a question only you could answer if you already had the item.
Then again, if the PC makes you money, then it's probably worth the expense, as you'll make that money back over time and then some.
3)Motherboards should be about whether or not they have the features you want/need, but they often start with 'what's the best one'. Paying extra for 'bells and whistles' you're not going to use is a waste. Sorry that it's not a concrete response, but what we all desire from a board varies, just like the matter of worth in question #2.
4)NH-D15(165mm) doesn't fit in the O11 Dynamic(≤155mm), so you're going to have to re-select one or the other.
As for the actual question: That might be a tough one, as the NH-D15 can hang with specific 280mm or 360mm AIOs. Not to mention that the number of options available to you probably aren't as many compared to some other countries.
5)See #2 on the issue with worth.
6)Not sure I understand the question, but there's nothing 'wrong' with the original O11.
The Evo is basically an O11 that offers optional mods(sold separately) and can be inverted, if desired. Ah, and it does have taller air cooler support.
7)Just the cooler + case combo stands out, for now.

What kind of monitor are you considering or intending to purchase? You'd likely need a 4080 for smooth 2k gaming at 144hz, or a 4090 for 4k. If ray tracing isn't important to you, the 7900XT could offer better value for a 2k experience.

I won't be able to handle 4k 120 with 4080.

The reviews for 4080 indicate that 4k 120fps isn't achievable without dlss. When employing ray tracing, 4090 is the recommended option.
