You need a GPU, but as an OptiPlex this might cause issues. Does it include an AGP or PCIe port? The CPU seems to run slower than expected. Is it a socket 478 model?

The socket doesn’t match what I found online, but the PCIe utility lists 16x Gen 1 models.
