It might seem silly, but with the leaked Valve VR HMD and general awareness of Half-Life VR, it appears Valve aims to attract as many users as possible within their VR environment... This would likely need a specific hardware requirement for their upcoming VR games, much like the RX 480 set the standard for Gen 1 VR titles such as the HTC Vive and Rift.

Steam Machines is largely obsolete and for good reasons. It served its function, but now they are focusing on Proton, which makes more sense.

If Valve decided to bring back Steam platforms and the Steam OS, they could simply develop Half Life 3 (or Half Life 2: Episode 3) as an exclusive for Steam OS. Discussions on forums would likely focus on dual booting options.
