My previous 4770K paired with an RTX 2070 achieved slightly better performance. https://www.3dmark.com/spy/9630105 Perhaps a minor tweak in overclocking helped.

Could the issue be related to your RAM? I don’t get why you’re pushing your CPU to 4.7GHz while the GPU only shows minor activity.

Check performance at 1.37GHz, then reduce gradually. For the GPU, set voltage and power limits to their highest values, and attempt to raise the frequency.
