Windows 10 can reset itself through its settings, but I'm not sure how it works on older versions.

On Windows 8, 8.1, and 10, you can reinstall the operating system by navigating to: Settings > Update & Security > Recovery > Reset this PC > Get Started > Remove Everything.

Can the operation run in safe mode? I've already attempted it, but the program doesn't function (I can only enter safe mode).

If your settings app isn't functioning, consider obtaining a USB from Best Buy or Amazon and installing Windows using an ISO file.

System became too unstable for a clean reinstall via reset utility. Planning to purchase a USB with Windows ISO.
