This situation seems to be consistent, and I'm probably running low on energy. Restricting power on the CPU and GPU prevents it from shutting down.

You're experiencing low performance or a GPU problem under heavy load. It's not uncommon for GPUs to encounter such issues.

Hwmonitor indicates your CPU and GPU are currently drawing 12W and 27W. Your power meter shows just under 100W, but the software isn't reliable. Based on my tests, the Quest 2 can reach around 9W when charging. Some sources say it can go up to 16W, possibly for the faster version, but it won’t exceed 50-100W. If your system only needs about 10W, you’re likely overpowering it. Lowering the clock speed could help.

Additionally, do 30 series cards actually produce strong transient spikes that could trigger OCAP and/or OPP?

Yes, 3090 500W spikes are typical.

Seasonic stated they believe the power supply is running low and may need an RMA or replacement. They tried booting the game but it shut down immediately on event ID 41 under task category 63.

Following his instructions for stress testing was a challenge, honestly.
