Did you verify the cable using a different network card to determine whether the port or the existing network card is functioning properly?

I'm really sorry about that oversight—I had a similar issue before after reinstalling Windows, but it worked afterward.

I swapped in a completely fresh cable. I tested the router by linking it to other gadgets and it functioned normally. Then I linked my PC to another machine—there was no internet access, but the connection was still established.
