I have installed numerous free games on my Steam and some paid ones as well (he also owns those games). Can I back up the games on my Minecraft and transfer them to a friend's PC? It's different for each Steam account. Hundreds of GB can be saved without having to redownload it.

Copy the game's directory to his computer and then download it. As long as everything is in the right place, it will recognize all the files and ignore them during download. Some files might still be updated to link them with his account.

If you're wondering whether your friend can simply play the game purchased on his account, the answer is no.
However, for free games available on his account, he should be able to skip re-downloading them as long as he already has the files on the PC.

Will backup and restore also function? I've already backed it up on an external hard drive, but it's still too far away to test.

I'm unsure about the specific backup technique, but as long as the files are placed correctly, it should work.

I discovered that if I stored a collection of games as one backup and the restore account lacked a license for all the games in that backup, the entire restoration would fail.
Now I back up one game at a time and store them on an external SSD to improve installation speeds in LANs.

That should be fine. It's simpler to place the installation files on a portable drive or network share at a LAN event than to have everyone attempt to install from the internet, which can slow down the connection.
