I just finished a new Windows 10 setup. After the install, every restart would drag really long before reaching the desktop. It stayed on the Windows welcome screen with your name and spinning dots. But shutting it down and turning it back on felt instantaneous. This wasn’t a problem in my earlier setup. Windows 10 Samsung 850 EVO (installation drive) 4690K @ 4.4 16GB RAM Thanks!

It depends on the situation. Safe mode can sometimes resolve issues, while a clean boot helps identify conflicts. Both may help, but their effectiveness varies.
