I upgraded my CPU and the sleep feature stopped working on both Windows 11 and macOS. It seems like a software issue rather than a hardware problem. When trying to restart, the machine lights up, fans start, then pauses for a few seconds before rebooting. No error messages appear in Event Viewer. I’m struggling to figure out what’s wrong and don’t know if the CPU is faulty. The components I have include a Gigabyte B450 Aorus M BIOS, AMD RX 580 graphics card, Samsung 970Evo Plus SSD, and Corsair CX550. What should I check next?

You mentioned it stays active for a few seconds before restarting, wondering what that means since you believed it was put to sleep. Check if pressing Win + R and typing tpm.msc shows any issues—if yes, reapply TPM in BIOS. Also consider updating the BIOS, as a 2000 chip might need a fresh update.

The fans begin to spin briefly before reaching maximum speed, such as during a restart. I believe I resolved the problem by turning off global c-states in the advanced CPU configuration.
