I reassembled my Intel CPU and removed the AIO block, realizing the installer didn’t do a proper paste job because the adhesive was seeping off the CPU side.

I followed your instructions and the fans spinning the CPU and cooler part seem interesting. It’s hard to tell since they aren’t running high.

It's an air cooler, so it won't cool things down much when you touch the contact area. Your motherboard might be faulty. The safest choice is to take your PC to a local shop with all the components assembled and describe the problem—they could repair it.

I connected the CPU cooler to another header but still had no success. It might be the motherboard or the BIOS version causing the issue.

I question the CPU being the issue since it's new. The system starts up, which makes the motherboard more likely to be the cause.
