Recently, I've begun experiencing difficulties with my computer:

CPU R5 1600
GPU RX 560 4gb
4GB of RAM
120GB SSD
1TB HDD

Previously, when I owned a less powerful computer, I didn’t encounter these issues. However, now I'm experiencing performance dips in almost every game, including Minecraft. In Counter-Strike: Global Offensive with low settings, I typically achieve 150-200-300 frames per second (FPS), though nearly every 20 seconds, the game freezes momentarily and drops to 15 FPS. Could this be due to the limited 4GB of RAM?

That power supply unit is not a dependable choice. I strongly advise obtaining an improved model, or you'll likely be continually swapping components. A substandard power supply can damage other devices. Four gigabytes of RAM is insufficient; eight gigabytes is the current standard, and with your Ryzen processor, it needs to be DDR4 at 3000/3200MHz, configured in dual-channel mode.

Your memory is operating in a single channel, offering no benefit. Ryzen processors require fast RAM configured in dual-channel mode. Could you please specify the make and model of your power supply? Additionally, what are the temperatures of your processor and graphics card? Have you ensured all drivers are current? Did you perform a clean installation of Windows when assembling this system?

A complete reinstall of Windows 10 Professional has been performed.
Power Supply Unit: Zalman LII-700 (700 Watts)
Drivers have been updated.
However, temperature readings need to be verified. Previously, they were approximately 30°C to 70°C.

This power supply is far from a premium product; I strongly advise acquiring an upgraded version, or you'll likely be constantly swapping components. A substandard unit can damage other equipment. Eight gigabytes of RAM is now the bare minimum, and for your Ryzen processor, it requires DDR4 at 3000/3200 speeds running in dual-channel configuration.

Be certain to purchase an accompanying rod that complements your existing item.

A simple stick, even when identical, isn’t always flawless in its performance.

Absolutely correct, however, if finances are a constraint, it represents the optimal solution. Memory modules with 16 gigabytes at speeds of 3000/3200 are now reasonably affordable, thankfully.
