What type of storage is being used for the game – a mechanical hard drive or a solid-state drive? Your problem probably stems from a sluggish drive combined with insufficient RAM. The processor isn’t assisting either, therefore it's primarily determined by which component is causing the bottleneck. I recommend opening Task Manager and running a game (preferably in windowed mode to facilitate monitoring) and observing what resource reaches 100% utilization during gameplay. The CPU should show high activity, so carefully examine the memory and disk sections as well.
