I’m running at 1080p resolution with an RTX 2060 Super, i5-3570 processor, and I’m consistently unable to maintain a stable 60 frames per second. Is the game significantly underperforming, or is it simply a matter of my hardware? Despite disabling anti-aliasing and setting all graphics options to medium, I'm experiencing this low frame rate.

No its decently optimized, but that CPU is pretty week for that GPU.
Turn up the settings to reduce CPU strain.

It’s reasonably well-performing, but that processor is quite weak for that graphics card. Adjust the options to lessen the load on the CPU.

Yes, I’m aware of the processor; I’ll be upgrading to an R5 2600 shortly.

Increasing the graphics options will place greater demands on your graphics card while lessening the burden on your processor. This could improve frame consistency. While it may not increase the overall frames per second due to the processor being a bottleneck, it will result in a smoother and more enjoyable experience.

Experiencing tearing without V-Sync is typical. Your i7 processor is significantly more capable than previous i5 models, and it’s unlikely you'll encounter problems due to its power.

After testing with the R5 2600, I’m achieving a consistent 130 frames per second, which is significantly better than the 30-40 FPS I was getting using only the RTX 2060 and an older processor. The issue has been resolved.
