I’m running at 1080p resolution with an RTX 2060 Super, i5-3570 processor, and I’m consistently unable to maintain a stable 60 frames per second. Is the game significantly underperforming, or is it simply a matter of my hardware? Despite disabling anti-aliasing and setting all graphics options to medium, I'm experiencing this low frame rate.
It’s reasonably well-performing, but that processor is quite weak for that graphics card. Adjust the options to lessen the load on the CPU.
Increasing the graphics options will place greater demands on your graphics card while lessening the burden on your processor. This could improve frame consistency. While it may not increase the overall frames per second due to the processor being a bottleneck, it will result in a smoother and more enjoyable experience.

Intel Core i7-6700
16 GB of RAM
A 750 Watt power supply
The game’s performance isn't fluid, and I must enable vertical synchronization to avoid significant screen distortion.
After testing with the R5 2600, I’m achieving a consistent 130 frames per second, which is significantly better than the 30-40 FPS I was getting using only the RTX 2060 and an older processor. The issue has been resolved.
