Hello, I was hoping you might be able to assist me. I’ve completely lost my ideas. My personal computer has been exhibiting unusual behavior lately, with a significantly lower frame rate than expected in all of the games I've attempted to play. For several days, I could only manage around 30 minutes of gameplay before experiencing a consistent drop to 20-30 frames per second, which would then occasionally resolve itself. It’s entirely unpredictable. For example, yesterday I was able to complete an entire CS match with over 200 fps, but today I couldn't even play for 30 minutes, consistently maintaining only 50 fps from the beginning.

System Specifications:
Intel i7-6700K 4GHz (not overclocked)
Nvidia GeForce GTX 970
16GB RAM
MSI Z170A motherboard
Samsung SSD 850 EVO M.2 primary storage

Temperatures are normal, so this isn’t the cause. I've attempted every possible troubleshooting step, researched potential solutions online, and tried various fixes, but nothing has worked. I recently performed a full computer reset, and even that was unsuccessful. I’m seeking assistance here in finding a resolution.

Recently, my processor’s clock rate has been consistently limited to 800 MHz, and I can no longer adjust it. Researching the issue revealed that numerous users with identical motherboards – the MSI Z170A M5 – have experienced this same problem. The cause is currently unclear, potentially related to either the motherboard or the processor itself. It appears the CPU temperature sensors are failing over time. Consequently, the BIOS setting “Intel adaptive thermal monitor” has been activated because it perceives overheating and automatically reduces the clock speed to 800 MHz. I have disabled this feature but am seeking a more permanent solution.

Specify the PSU's manufacturer and model?
What is the CPU and GPU utilization?
What is the RAM consumption?
Perform a malware check?

The device providing power is a Chieftec GTG-750c.

During web browsing in Chrome:
CPU and graphics card usage were approximately 5%.
RAM utilized was between 15% and 20%.

When playing Counter-Strike: Global Offensive:
The graphics card averaged about 40% utilization.
The central processing unit ranged from 30% to 50%, occasionally peaking at 70% for brief moments.
RAM usage reached approximately 5000 MB.

Furthermore, a rapid scan with Kaspersky for malware yesterday yielded no results.

Loading times for games and maps are now significantly extended. Is this potentially related to my solid-state drive?

I completely erased the computer, which is currently around 60 gigabytes in size. Its reading and writing performance is also satisfactory.

Hello again. I recently discovered a performance testing website named UserBenchmarks, though I’m uncertain about its accuracy; the site appears credible. This particular benchmark revealed that my processor is exhibiting lower-than-expected performance. Considering Counter-Strike: Global Offensive's significant reliance on CPU power, I suspected this could be a contributing factor.

Examine the CPU temperatures and the related metrics; there’s no issue detected within the BIOS or using programs such as HWMonitor or similar tools. Possibly the thermal adhesive has degraded, which could be influenced by its lifespan. Currently, the processor is experiencing throttling.
