When I run the program it says Health Status- GOOD. Should I do something else to test it?

Thank you for the response, I've actually tried underclocking the card in the past with no results will try again tho

If this has been with you from the start, and reinstalling Windows didn't fix it, I'm convinced it's something hardware related.
Take the cpu out of the motherboard socket and check for any bent pins(might need a magnifying glass).
Might even be the motherboard itself. But no way to test without replacing it.
This would be an exception to what I just said though:
Use Display Driver Uninstaller to remove the old graphics drivers:
https://www.wagnardsoft.com/
(requires safe mode)
Then download and install the latest drivers for your gpu.
