I own an Intel I5-4670 processor with a base clock of 3.4ghz and a turbo boost of 3.8ghz, though it only reaches 3.57ghz when all four cores are active. While gaming at high speeds, I experienced frequent stuttering and texture popping. It turned out the CPU was stuck at 100% utilization, and VSync was contributing to the problem. I disabled VSync, which resolved the stuttering but led to screen tearing. The game now runs smoothly with around 80% CPU usage, yet I still encounter screen tearing issues. I attempted to control FPS via the Nvidia Control Panel, but even with a ZOTAC GTX 660 THUNDERBOLT running at about 60% load, the tearing persisted. The FPS limiter and Scanline Sync settings didn’t help; the former did nothing, while the latter reduced CPU load but kept the tearing. Updated July 11, 2021 by Hamza-Jilani.

What is the refresh rate of your monitor? It seems like you're testing the 4670, but it's not overly demanding for GTA V.

Your CPU seems to be struggling with the game. GTA V is known for being CPU-intensive. What kind of monitor are you using?

It actually suggests using high graphics options for my setup at 1080p. I play the game on low settings because my CPU might handle GTA 5 well there, but I know it won’t be as smooth on high settings. Your point is valid, though to some extent.

Try other display sync methods like Scanline Sync or G Sync. These options should help prevent screen tearing without needing V Sync or similar services.

I also tested it in borderless mode without V Sync, but there was still stuttering even when both my GPU and CPU were under 80% usage, which is unusual.
