Hi, the tiny bit of thermal paste on the motherboard is likely harmless. You can probably fix it without major issues. As for the CPU cooler, it should still work fine as long as it fits properly. Spoiler: it’s safe to proceed.

It seems unlikely to be conductive, which means it's not a major issue. Cleaning it with a paper towel and Isopropyl alcohol works well to eliminate any residue.

Many pastes aren’t conductive, so it’s safe to leave them as is. You might want to clean them more thoroughly with a paper towel lightly sprayed in isopropyl alcohol or sanitary alcohol. Alternatively, use a cotton swab dipped in acetone—commonly found as nail polish remover.
