Hello.
I have an issue with the Resident Evil 4 Remake.
In certain areas of the game, my GPU usage drops from 99% to 60%, and the power consumption decreases by 50-100 Watts.
It doesn’t make much sense since nothing happens on the screen.
It seems like I’m crossing an invisible threshold, and everything slows down.
I move a few steps in the game, but my FPS drops by 20 to 30.
Used to think the CPU wasn’t powerful enough, but when I lower it, the performance doesn’t drop.
If the CPU is off, the threats in Task Manager disappear.
It’s confusing... It feels like I’m hitting a dead line in the game.
Please help me.

It seems the GPU is probably limited by the CPU. Many games aren't designed to use hyperthreading, which explains why performance doesn't improve significantly even when hyperthreading is disabled.
Run MSI Afterburner during gameplay, adjusting GPU and CPU temperatures to display on screen. This will verify if a bottleneck exists. If the CPU is limiting the GPU performance, you’ll notice high CPU usage and low GPU usage, indicating the CPU is struggling to keep up while the GPU waits for data processing. Also, activate any in-game feature available that can improve performance. In RE4 Remake, enabling FSR 2 would be helpful, followed by Quality mode, then Balanced if needed.
However, there’s also a mod you can install for RE4 Remake that supports DLSS 3.1. The video description includes links and steps for installation.
Maktovic is right—your CPU is indeed restricting the GPU. I connected your CPU and GPU to a bottleneck calculator, which showed the CPU at 100% while the GPU operated at only 43% of its capacity at 1080p, even in RE3 Remake.

Thank you for the reply. That link refers to Resident Evil 3 Remake and not Resident Evil 4 Remake. Regarding the usage—when GPU usage decreases, CPU remains at the same level. If I adjust the settings, I don't see any improvement in FPS. I keep trying this repeatedly. As I realize, I might have missed a deadline in the game, and suddenly FPS drops significantly. Noticing changes in the image...it's just one step away from everything going down. And I'm unsure why performance stays stable even when I reduce CPU threads by half. If reducing CPU threads caused the issue, I should lose performance, but that doesn't seem to be happening. That's quite confusing. Also, the "calculator" isn't reliable here because on Resident Evil 3 Remake, the CPU usually stays around 80 FPS. I know this from playing the game. And I'm sorry if my writing contains errors, as English isn't my native language.
It might be worth noting that I mentioned "even" on RE3 Remake. Bottleneck calculators aren't as widely used as some benchmarking tools, making it difficult for them to gain traction and have most current games included in their tests. Additionally, the main reason I used "even" was that you'd likely encounter more bottlenecks on RE4 Remake.
LOL....you misunderstood. I didn’t see that you wrote “even.” Also, I just don’t want to turn my question into a debate. The only thing I wanted was a clear answer that made sense, and in the end I did. I thought turning it into a debate might be unnecessary, but your reply helped me understand the issue better. You might try updating your GPU drivers and monitor GPU temp during gameplay to make sure it isn't thermal throttling. You can also try turning off CPU intensive settings such as Ray tracing. Also make sure you are using atleast a 750W good quality power supply for your system.
Other than that there isn't much you can do to improve your minimum fps in RE4 Remake since the Remake isn't well optimised for taking advantage of multiple cores of CPU and heavily relies on single core performance of CPU which can only be improved by overclocking your CPU or in your case updating to a more recent generation of CPU.
My driver is up to date and my temps are fine. I checked them using MSI Afterburner. My PSU is 1000W, which I got just a couple of months ago (so it's brand new). Regarding ray tracing, when I turn them off in the mercenary mod I get good FPS, but when I disable them in campaign mode it doesn't help, which is quite odd.
