I’m feeling really confused. I bought a used custom-built system but the seller didn’t erase the hard drive and sold it in its current state. I’m attempting to use the built-in Windows tool to wipe it, but I keep running into errors like “There was a problem resetting your PC. No changes were made.” I’ve read some online guides, but I’m not very familiar with hardware or tech, which is why I chose this used option. Do you have any suggestions? I’ve already tried running CMD as admin and performing the SFC scans without success. I really want to wipe the drive clean while keeping Windows, any advice would be super helpful.

I would link the key to your MS account (create one if you don’t have it). This will associate the key with that computer, allowing you to reactivate it later through your account login.
