I suggest 3700x + 5700XT. Someone might verify it, but you could likely succeed with 3600 + 5700. For someone who prefers 1440p, I’d go with 1080p144hz instead of 1440p60hz.

The CPU doesn’t have to be exceptional. A 3100 or 3300x would suit the budget best. 1440p puts more strain on the graphics card, so the CPU isn’t as crucial. For the GPU, aim for something like 5700XT or GTX 1080.

This assumes you also want high graphics quality, since you can play games at 1440p on an RX 580—just lower those settings a bit, especially in demanding AAA titles. Actually, achieving 144 FPS at 1440p isn’t the same as just setting games to 60+. I usually get 120–140 FPS at 1440p in Modern Warfare with a 2070S when settings are pushed to their limits. A 5700XT would be comparable or just a few frames behind. CS:GO should work fine at any resolution, though the newer titles differ. Recent AC games are another matter, but you don’t really need 144Hz for single-player narrative experiences.

They’re essentially the same concept, but often people mean different frame rates. Are you asking about 60 frames per second or 60 hertz?
