You have a card that appears to be early in its release (the absence of LHR after 3070 suggests it's plausible). It may lack a ReBAR-enabled VBIOS, requiring an update. Each GPU maker provides guidance on upgrading and verifying the presence of a suitable VBIOS. Search your GPU brand followed by "resizeable BAR 30 series" to locate the relevant instructions. Even if this doesn't resolve the issue, you won't need to worry—recent models rarely demand more than 20 minutes of effort to fix.

You might try updating the latest VBIOS (fourth version), but using NVidia ReBAR won't help much—just waste your time
I don't know much about the 4000 series, but I think the performance boost from rebar isn't worth the hassle or the chance of VBios flashes.
