I powered on my PC after a month. The video shows issues: when I connect the GPU, both the motherboard light and the GPU RGB light appear distorted, suggesting a power issue. The GPU makes strange noises and sometimes starts up after the dimming problem but doesn’t display anything. I can boot normally by pressing the Alt + F4 menu. Snapchat-407296479.mp4

Did you turn it off and also disconnect the power supply or remove the power cable? That might mean the CMOS battery is dead.

It's definitely not about CMOS.

The PSU's capability compared to the GPU is significant. Removing the GPU and retrying confirms this relationship.

My computer model is an I5 7400 12 GB RAM MSI Rtx 2060 super PSU currently running at 500W crossair with a 500 GB HDD and 250 GB SSD. It hasn't been used for a month because of my busy schedule, but now it's back on and working. The GPU isn't turning on, though the board doesn't support an integrated GPU. When I connect the GPU, both the GPU and the board seem to struggle with power delivery, causing strange noises. Sometimes the GPU makes noise and then stops, lights flicker, RGB turns off, but the display remains. During this time, the fan stops working and the GPU gets hit hard at the back.
