Many discussions exist about Call of Duty and its particular problems. Have you attempted disconnecting a monitor entirely to assess your performance?

tried it but nothing changed, it still displays two GPUs with identical performance.

CoD we're discussing here. Most issues should remain until the holidays, and about a third of them will persist indefinitely afterward.

Also, I think this might be related to having two monitors. Please check your Nivida Control Panel for any discrepancies.
